We'll need some additional info on this one. What type of fan are you running? What temp t-stat is installed? When was the last time you flushed the radiator or changed the water pump? Is the radiator and overflow bottle filled correctly? All these things contribute to running at the correct temp.

is the fan belt good--tight enough--maybe the T-stat isn't opening up enough or it is stuck--

Good point Stan. Maybe the belt is loose although if it was, you'd probably hear it screaching. As for the t-stat. Take it out and put it in a pot of water on the stove with a thermometer. When the water gets to the thermo's operating temp, it should open. If it doesn't, it's not working properly and needs to be replaced.

the radiator on old cars sometime get plugged up and lose flow, have it cleaned and do a flow test on it

The flexlite fan you installed is the type that bolts on to water pump like the stock? If it is my advise is to get rid of it and install a chrysler 7 blade viscus fan just like the A/C big block cars use. In my experience these have performed better than the flexlite at keeping the engine cooler at low speeds. Being it happens at low speed and not at high speed indicates you have an air flow problem. Are you running a fan shroud?

What temp T-stat are you running? Are you sure it's working properly? I've seen them bad right out of the box.

Do you have a temp guage? What does it read? Are you sure it's accurate?

How "built" is this motor? Meaning does it have a big cam, high compression, etc. All these things make for a hot running engine.

What is your rpm at idle? Maybe the water pump isn't turning fast enough.

You say all parts are new. What radiator is installed? Is it big enough for your engine combo?

i have a 160 degree mopar performance t-stat nothing fancy just a all stock 318 v8 motor running temp of the car is 160....but when i am stuck in traffic it goes up to 210......on the highway the temp stays on 160.......i have a aluminum summit racing radiator....rpm at idle is 1200rpm......

i saw a additive that you pour into the radiator and it says it makes the engine run cooler.....do you know if it works

if you have a stock engine why 1200 rpm's at idle--it should be around 500 to 750 max

so is the car actually boiling over or just running hot according to the gauge? Make sure the temp sensor and gauge are good if its not boiling over.

starting to wonder if you have a head or head gasket problem .

I might Do a pressure test hot and cold at this point.

If you're referring to that water wetter garbage, don't waste your money. That will not solve your problem.

Believe it or not, I would try something. A 180* thermostat. I know it sounds crazy but is it possible that your motor can not run at 160* when standing still and therefore the t-stat you have installed is wide open and letting hot antifreeze to flow straight through the radiator back to the engine before getting a chance to cool down?

I have seen this. I admit, it's sounds backwards but worth a shot for a 10$ t-stat

How long have you had the car?.........is the motor the right size motor that cam with the car... if they went to a larger motor without upgrading the radiator,, this would be your probloem after a while of idleing and stop and go with no air flow. You may wanna try a high flow water pump. the electric ones get pricey, but the 8 blade belt driven is not to bad..

Pulling the t-stat.. and running it without one for a lil while will tell you if it's in the block... you shouldnt be able to get hot without a t-stat.....

I also agree with Tim , Tony , & Stan on what tey are suggesting along with a life long friend of mine has been a service manager for a Cadillac/Pontiac/ Ford dealer for 40 some years and he says ' NEVER PUT ANY OF THOSE CHEMICAL WETTERS OR COOLANT FIXERS IN YOUR RAD " they just gum it up or eat it away ...I trust what he says !

Good luck with your cooling problem !
